CSS is a pathetic joke.* Just you try to have 0.65em default size for all text; it will helpfully multiply it at each level of your list if you set the size in <li> so the text becomes microscopic for sub-lists, and ignores you completely if you try to set it in the obvious place of <body>. (*as implemented in the most common browser on the planet, which makes it de-facto standard.)
For much less than the billions of dollars spent every year tweaking CSS, HTML, XHTML, etc, a small group of reasonably capable people could make a far more sensible, easy-to-use, powerful, accessible, etceterable system plus reference code for parsing and laying out things so each browser vendor wouldn't have to fuck things up in unique ways. <insert 500 more pages of rant here> I nominate all web standards and technologies for worst standards and technologies ever created. I am the sole voter, so my nomination wins.

It's better to spend hours trying to format an html to-do list than to actually do any of the items on it, or to update the list
