Go figger - landlordials responded immediately and the heat is being turned on as I type. On the wiring front, the claim is that these old buildings don't have the third wire so they're helpless (in a muscular Bronx guy sort of way) to do anything about it, but that it's safe and legal. So wire going to radiator for ground shall continue it looks like.

Hurray for landlordials arriving after a week of mess accumulating from me being messy and at the hospital all the time!

And landlordials can bite you if they don't like the mess. You were in hospital with transplanted woman! If it's all tidied when you leave, it's none of their concern.
