So, if I legally live in Washington State, work for a company in Maryland, am staying some number of months in Pennsylvania, and am buying a car from a cow-orker in Virginia... which state does it need inspection and licensing for?

I'm going to pay Washington state tax, since it doesn't have an income tax.
